What Will You Do?

  1. Support NEA wide project sites by providing safety inspections, coaching, compliance verification, and incident prevention activities in alignment with NEA EHS Manager expectations.
  2. Ensure implementation of Chart/Howden Life Saving Rules (LSRs) and global EHS Standards across all NEA worksites.
  3. Lead and/or support investigations for incidents occurring on NEA projects, producing reports that meet NEA quality and timeliness requirements.
  4. Coordinate safety documentation required for NEA project mobilisations, including JSEA/JSA, SIMOPS assessments, safe work packs, emergency plans, mobilisation inductions and contractor pre qualification.
  5. Ensure consistent application of the NEA Permit to Work system and verification of control effectiveness.
  6. Ensure compliance with all applicable Taiwan safety laws (Occupational Safety and Health Act) and Howden/Chart company EHS policies.
  7. Ensure compliance with CPC/TPC client safety requirements, including mandatory daily certification, site‑specific rules, documentation, and permit‑to‑work expectations
  8. Conduct regular site safety management, inspections and internal audits.
  9. Incident investigation: Lead incident reporting, investigation, and root cause analysis.
  10. Safety communication: Conduct site safety training and daily toolbox talks.
  11. Manage the Permit-to-Work (PTW) system
  12. Support JSEA (Job Safety and Environment analysis/Job risk assessments.
  13. Verify Short-term contracted Occupational Safety Officer compliance.
  14. Maintain site Planned Preventive Maintenance documentation.
  15. Develop and implement on-site emergency response plans, conduct emergency drills, and maintain documentation.
  16. Provide on-site safety coaching and promote Howden/Chart safety culture.
  17. Ability to mobilise to site at short notice (within hours) to support emergency works, consistent with customer long‑term service contract requirements
  18. Supervise, coordinate and verify competency of additional short‑term site safety advisors required for turnkey execution, ensuring Class B certification compliance

Your work location is in Taiwan, Kaohsiung Workshop.

Your Experience Should Be...

  • This role requires and must maintain a valid Class B Occupational Safety & Health Management Skill Category Certification (Taiwan National Exam). This is a customer‑required condition for all HTN turnkey projects and must be held for each working day on CPC/TPC sites. 12‑hour refresher training every 24 months is mandatory
  • 2+ years previous experience with Certification of class B skill category of Occupational Safety and Health Management work experience.
  • Ensure full compliance with CPC/TPC contractor safety requirements, including site‑specific rules, mandatory daily documentation, and certification prerequisites
  • Basic verbal and written English communication skills
  • Good team player
  • Computer literate (Word and Excel, PowerPoint, Outlook)
  • Ability to identify hazard and reduction risks

  • Demonstrated experience acting as a site safety advisor in construction, industrial or project-based environments.
  • Competency in incident investigation (ICAM, TapRoot or equivalent).
  • Prepare and manage SIMOPS assessments, critical lift documentation, shutdown safety plans, and turnkey safety mobilisation packs for CPC/TPC sites
  • Ability to undertake and verify risk assessments (JSEA/JSA/SWMS).
  • Ability to communicate safety expectations across multicultural environments and deliver training/toolboxes in English and local languages.
  • Ability and willingness to travel to NEA project sites at short notice
